SOLAS Amendments 2008 Coming into Force 2010
The amendments, which have been intensively developed over
the past decade, are based on the "probabilistic" method of
determining damage stability, which is itself based on the detailed study of
data collected by IMO relating to collisions. Because it is based on statistical
evidence concerning what actually happens when ships collide, the probabilistic
concept is believed to be far more realistic than the previously-used
"deterministic" method

The American Practical Navigator. Bowditch Full E-Edition
Marine navigation blends both science and art. A good navigator
gathers information from every available source, evaluates this information,
determines a fix, and compares that fix with his pre determined “dead
reckoning” position. A navigator constantly evaluates the ship’s position, anticipates dangerous situations well before
they arise, and always keeps “ahead of the vessel.” The modern navigator must
also understand the basic concepts of the many navigation systems used today,
evaluate their output’s accuracy, and arrive at the best possible navigational
decisions.

are, however, if he is armed with a sound knowledge of current ‘Shipmaster’s
Business and Law’.
